In October 2017, the PA Senate approved a bill (H 271) that opened the state's doors to games that used to be legal before the post-UIGEA nation-wide gambling shutdown.
Once PA Governor Tom Wolf signed the bill into law, online Poker, online Casino games, sports betting, and Daily Fantasy Sports (DFS) became (theoretically) possible in Pennsylvania.

How the PA Gambling Licensing System Works
As it's often the case when it comes to online gambling, the legislator created a strict and rigorous system to issue licenses to operate in PA and offer gambling games to PA players.
Following the approval of the H 271 bill, there are now three distinct gambling licenses in the state of Pennsylvania.
Each license needs a separate application and allows operators to offer different games. The three PA gambling licenses cover the following areas:
- Online Slots games
- Online Poker (and other P2P online games)
- House-banked games
The three PA gambling licenses have to be purchased separately for $4m each.
The PGCB, however, allowed PA Casino operators to purchase a bundle that includes all three licenses for a fixed fee of $10 million.
Note: This offer is no longer available as it was limited to the first 90 after the licensing process opened.
Out of the 13 Casinos that met the requirements set to apply for a PA gaming license, the following eight ponied up $10m each to secure all three licenses:

The Presque Isle and the Mohegan Sun Pocono decided to enter the market securing only a license for Slots and table games.

Who Will Offer Online Gambling in Pennsylvania?
Applicants for a license to launch a PA online Casino or to offer online Poker games in Pennsylvania need to be already land-based Casino licensees.
As some of the brick-and-mortar operators currently in PA decided not to enter the PA online gambling market, the PGCB chose to allow some 'Qualified Gaming Entities' to enter the application process.
As it happened during the online gambling expansion in New Jersey, many international online operators decided to ink partnership deals with PA Casinos to operate the online side of their business.

How Many PA Online Casinos There Will Be in 2019?
Despite the cap set by the PGCB on the number of licenses to offer online Gambling games in Pennsylvania, the number of PA online Casinos that will be live in 2019 remains unclear.
Right now, there are 39 licenses up for grabs. The licenses are split as follows.
- 13 licenses to offer Casino table games
- 13 licenses to offer online Slots
- 13 licenses to offer online Poker games
What is unclear, however, is how many sites the license holders will operate.
Following the NJ experience, it's reasonable to expect most license holders to launch more than one single website - resulting in a number of PA online Casino far larger than the number of licenses available today.
Who Can Play on PA Casinos?
Like it happened in New Jersey, any individual who is at least 21yo can play on PA Casinos.
Online gambling in Pennsylvania is not limited to PA citizens.
